Fire and smoke dampers are located in the ducting of heating, ventilation and air conditioning (HVAC) equipment and are typically activated either by a thermal element or an electrical signal from the fire alarm. They are usually open, allowing the flow of air.  However, when a rise in temperature or smoke is detected, the damper will close to help prevent the spread of smoke and fire.  Like any other part of a fire system, dampers must be serviced at least once a year.

This is great in theory but in practice, details of damper installations are not always recorded and frequently, they can be difficult to access.  Over time, this can result in building owners not knowing if they even have dampers, let alone how many they have or where they are.  This ultimately leads to service records being vague, open to challenge by the authorities, and owners falling foul of their legal requirements.
